Rising damp affects walls that do not have an effective damp proof course. As damp rises from the ground it brings with it salts which are hygroscopic and these salts attract damp from the atmosphere.
To eliminate rising damp from the property the affected plasterwork requires to be removed, a new damp proof course inserted into the wall which can be chemical or a physical damp proof course and the wall replastered using a renovating plaster which will not allow the salts to migrate to the surface.
It is important that a qualified surveyor inspects the walls as not all damp walls are caused by rising damp. Potential penetrating damp and condensation require to be assessed before concluding the presence of rising damp.
